Current questions about the cooperation in the promotion of packaging in Europe
The current questions about the cooperation in the promotion of packaging in
Europe as well as the role of the European Packaging Institute (Europäisches
Verpackungsinstitut e.V.) were the subject of an encounter of members of the
European Packaging Institute, which took place on 26 September 2006 on the occasion
of the 7th International Packaging Fair in Minsk. Members of the Institute from
the Czech Republic, Germany, Poland, Russia as well as Belarus and the Ukraine
In the course of the disscussion, Dipl.-Ing. Vlado Volek, secretary-general
of the packaging association SYBA Prague presented the project of a picture
dictionary for packaging that is intended to facilitate the international exchange
of packaging. Examples of the picture dictionary taking into consideration 14
lan-guages was already printed in the Prague packaging magazine "Svet baleni".
New regulations of the European Union that are important for the packaging industry
as well as the opportunities of further education were also discussed. Representatives
of the Polish Packaging Research and Development Center COBRO presented their
ideas about education and further education of executive personnel as well as
basic features of the statutes of the Institute.
Evolutions and future requirements on packaging
Results of the Pack-Vision-Study 2006
Under the title "Evolutions and challenges of the packaging in the new
distribution context" the Parisian innovation consulting company Intuition
has finished a study that has been carried out on behalf of the Parisian World
Packaging Exhibition EMBALLAGE 2006. The new study might be noticed beyond the
di-rect experts like the Pack-Vision-Study 2004 of the company LOEB INNOVATION
about the subject "Packaging: a global market place - myth or reality?"
which has been processed also on behalf of the Parisian Packaging Exhibition.
The focal point of the investigations that had been carried out in 2005 and
2006 were the interactions between package and evolutions in the distribution
sector. The study containing more than 70 pages with annex is available in English.
It is based on a survey of experts and practical executive personnel from France,
Germany, the United Kingdom as well as Japan, South Korea and the USA and on
an extensive evaluation of the obtained indications at the desk.
In the world - as the authors find out at the beginning - a fourth million
new products have been put on the market in the last three and a half years.
55.000 new foodstuffs and drinks in the year 2002 as well as 81.507 in the year
2004 appertain to it. According to the authors, the market was concerned on
a particular measure by the new introductions. In the so-called "non-food"sector,
200.000 new products have come to market between 2002 and 2005.

Gift ideas and packages on the 19th CADEAUX in Leipzig
Gifts and packing material for gifts were the focal points of the 19th international
specialized fair for gifts and housing ideas of the CADEAUX 2006, which took
place from 9 to 11 September in Leipzig. On this fair were offered not only
papers and foils for packing gifts but also new developed gift packings as well
as special packages which are provided as speaking bags even as gifts and they
are in greater demand according to the statements of the exhibitor. These gifts
are used mainly for birthdays and anniversaries.
The CADEAUX and the specialized fairs COMFORTEX and MIDORA which took place
at the same time were connected with an extensive lecture programme. Here evolutions
in the offer of goods as well as problems of design and practical experiences
were under discussion.
Current information about questions of packaging and packaging quality
"Packaging as quality criterion" was the subject of a conference
that was held by the Chamber of Industry and Commerce Leipzig and the German
Society for Quality (Deutsche Gesellschaft für Qualität e. V.) in
connection with the German Packaging Institute (Deutsches Verpackungsinstitut
e.V.). Executive employees of trade and industry and specialists from the quality
management should get suggestions for the use of packaging in the quality management
during this conference. In the conference programme, the latest developments
in the field of packaging were analyzed and the consequences for the product
and packaging development were delineated. Furthermore, important new rules
about the laws relating to the envi-ronment were explained.
The present conference material contains also a detailed report about the conference
programme amongst these lectures and the discussion, furthermore also the at
present valid version of the German packaging ordinance, the latest announcements
about the work of the Duales System Deutschland GmbH as well as information
resulting from the recent studies about the development in the field of packaging
at the German Packaging Institute (Deutsches Verpackungsinstitut e. V.).

9. International Conference about trends in commodity science
From 27 to 29 August 2007, the 9th International Conference about current trends
in commodity science will take place in the faculty for commodity science of
the Economic University Poznan. The conference will deal with the important
results of new research works of commodity science as well as with the necessary
conclusions for further research works and the teachings in universities and
colleges. The conference, which is prepared in connection with an international
board of renowned scientists, will take place on the occasion of the anniversary
of a successful activity of 15 years of the Poznan faculty for commodity science.
On the international conference held in the year 2004 about current trends in
commodity science 221 lectures of 290 authors from 13 countries were under discussion.
The results are contained in anthologies with an overall extent of 1326 printed
pages. They found a strong consideration in the technical press of numerous
countries. The chairs for packaging and for eco-quality established in the faculty
for commodity science in Poznan found already international consideration.
New Regulations of the European Union about statements of origin
In the official gazette of the European Union, two new legal requirements for
protection of the designations of origin in foodstuffs and other agricultural
products were published and already put into force: The EC ordinance number
509/2006 of the Council of Europe of 20 March 2006 about the traditional specialities
guaranteed in agricultural products and foodstuffs (ABl. L93 from 31 March 2006,
page 1) and the ordinance (EC) number 510/2006 of the Council of Europe of 20
March 2006 for the protection of geographical indications and designations of
origin for agricultural products and foodstuffs (ABl. L93 of 31 March 2006,
page 12). These legal requirements take the place of two pertinent ordinances
from the year 1992. The requirements for the registration of guaranteed geographical
designations of origin (g. g. A.) as well as protected designations of origin
(g. U.) and traditional specialities guaranteed (g. t. S.) are defined and simplified
with the new ordinances. The target of the ordinances is to recognize the particular
quality of the regional and traditional products and to delimit clearly products
with protected designation of origin from other products. By that, consumers
are to be protected against misleading statements and a protection is to be
granted to the legitimate manufacturers against unfair trade practices.
More than 700 product designations have been protected in Europe, 36 from Germany.
48 further designations are still in application procedure.
EU Uniformity of indications about the food quality on packages
The European Parliament has concluded the deliberations on the "ordinance
regulating the statements on food value and health of foodstuffs". The
legal requirement discussed under the designation "Health Claims Ordinance"
for a long time was developed as base for the EU uniformity of statements on
the quality of foodstuffs and, therefore, it is an important contribution to
the consumer protection. 24 different indications of food value are regulated
with this ordinance, so that misunderstandings in the indications of quality
of foodstuffs are prevented. The regulations concern, apart from the indications
referring to the food value, also indications referring to health as well as
indications with reference to the risks referring to health and children. Health
Claims are allowed on principle only in case of foodstuffs with a certain profile
of food value, for example in case of foodstuffs where the fat content, saturated
fatty acids as well as sugar and salt do not exceed a given value.
New protections of patterns and designs
7361 new patterns and designs have been filed in the first half-year 2006 in
the European Harmonization Office for the European internal market. The protection
is possible for products and packages that are im-proved compared to objects
of the same kind, for example through new requirements or creative works and
that represent at the same time a new creative performance.
In the years 2003 to 2005 not less than 37883 patterns and designs have been
registered in the Euro-pean Harmonization Office. The most registrations concerned
objects from Germany (30,68%), followed by objects from Italy and France.
The applications that are connected with a fee of 350 Euro ensure a protection
for three years.

14 anthologies with new knowledge and experiences in the field of packaging
In order to open new knowledge and experiences in the evolution as well as
production and utilization of packages the Ukrainian Packaging Association "Ukrsojuzupakovka"
has published 14 anthologies so far. The association that since its establishment
cooperates with the German Packaging Institute (Deutsches Verpackungsinstitut
e. V.) and is a foundation member of the European Packaging Institute see an
important task in the development of the information exchange between experts
as well as in a public relations work where the population is instructed about
the importance of progressive packages and a closing of the packaging cycle.
In this sense, documentations were also compiled and numerous contributions
of the technical press and daily press were made available. It is to emphasize
the anthologies "The Green Dot is the symbol of cleanliness" and "Waste
Utilization - European Experiences" as well as also the anthology published
as late as 2005 through European Packaging Institute, which has been published
under the title "Publications, reports, packages, European Experiences"
and is a proof for the echo of the institute in Eastern Europe.
Initiator of the association is the Kiev company "Paket", which in
the last 5 decades has grown to one leading company in the regional industry
in the Ukraine and has set standards with packages and other products from cardboard
More than 500 expert reports about packages every year
More than 500 expert reports and more than 10 research projects are handled
at present by the staff of the Polish Packaging Research and Development Centre
COBRO in Warsaw every year. Focal point of the researches are innovative packaging
materials as well as barrier material and packages from raw materials growing
again. A part of the research projects is the object of the international cooperation
within the scope of the EUREKA projects.
The Warsaw Research and Development Centre has two accredited laboratories.
The laboratory for the test of packaging materials and sales packages and the
laboratory for transport packages have received the accreditation document from
the Polish Accreditation Centre. The COBRO Certificates confirm that the packages
are in conformity with the introduced rules or standards, among other things
also with the requirements of the United Nations to the package of dangerous
goods and recyclability.
Developments in the field of packaging and new progress in the CIS countries
The latest developments in the field of packaging and new progress in the packaging
development in the CIS countries contain the focal point of a new anthology
that was presented to the experts by the Arme-nian Package Association ARMENPAK
in YEREVAN. The available edition is the 5th volume in the series of publications
of the Association with the English title "PACKAGING. MATERIALS. EQUIPMENT,
TECH-NOLOGIES. NEWS. Collection of materials. Part V". It contains more
than 20 contributions, including also original articles by 10 renowned authors
from Armenia, Russia, Belarus and Germany, and they were written in Armenian,
English and Russian. They show the carefulness in the evaluation of specialized
ex-hibitions, conferences and packaging competitions by the Armenian Packaging
Association and how the survey of the most important developments is ensured
through own researches and international ex-change. For the experts in the European
Union, the contributions informing about new research results and progress in
the CIS countries should be of particular interest. It is to emphasize the study
about the use of packages from BOPP in the Russian food industry, about Armenian
investigations on packaging of cheese and about the results of a packaging competition
for students, in which students of 33 universities and colleges from Russia,
Ukraine as well as Armenia and Belarus participated. More contributions to be
mentioned in this connection deal with the results of Russopack 2005, with packaging
development in Belarus as well as with the requirements that are set in Armenia
on labeling, marking and packaging.
An essay about the subject "Developments in the field of packaging (possibilities
and limits)", different lit-erature reports, such as a detailed report
about the development of the material ECOLEAN, about prob-lems of recycling
of polystyrene as well as about the application of PET and polyethylene open
the view beyond the borders of CIS. On the basis of contributions from the "Reports,
News, Notifications" there are information about the activity of the European
New educational material for packaging development
In connection with the advanced vocational courses, which have been carried
out lately, the collection of educational aids and teaching texts in the field
of packaging has been completed and extended in Leipzig. The focal points of
the development of the teaching material were the new requirements on the packaging
as well as new packaging developments. New demonstration samples and overhead
foils belong to the results. The developed foils deal with progresses in the
field of packaging as well as with new requirements on packages. They extend
to the latest views of the development of the packaging economy and packaging
technology. A further result of the development of teaching materials are new
editions of the anthologies about "Commodity Science as Pulse Generator"
as well as about "Innovative Developments of Packages as degradable Materials".

Information on packages in criticism
The indications about the product on the packings are at present a focal point
on public criticism. This arises both from utterances from circles of consumer
advisory centres and from reports on goods tests published in the last months.
Thus, the test results published in the magazine "test" have revealed
an extraordinarily serious situation. The indications about the product had
to be rated as inferior for 10 of 24 or-ange juices. The foundation "Stiftung
Warentest" takes into consideration in the valuation the compliance with
the legal requirements in the indications, for example requirements on packages,
foods, consumer goods and feeding-stuffs the indications of the application
and storage, intelligibility of statements as well as clearness and legibility

The present edition gives a view of the possibilities, which are offered by
RAL, the German Institute for Quality Assurance and Labeling (Deutsches Institut
für Gütesicherung und Kennzeichnung e.V.) for quality labeling with
the aid of community labeling oriented according to the sectors of industry
and business. The RAL quality labels are conferred today for materials including
recyclates as well as for products and services, if the requirements on the
respective quality community on the quality characteristic and inspection characteristic
are complied with. At present, more than 200 RAL quality labels are used. The
list of the quality labels extends from A like Abfallbehälter (garbage
can) from plastic and steel to Z like Zinkdruckguss (zinc diecasting).

As section of the processing technology, the packaging technology devotes itself
to the processes that are necessary for packing the products. The Lexicon of
Packaging Technology (Lexikon der Verpackungstechnik), published in 2003 defines
the packaging technology a little more comprehensive than technical knowledge
branch "that has for subject the analysis, synthesis and industrial realization
of processes of production and application of packaging by using the logistic
facts of processing technology, machine technology specific of the material
The packaging technology is considered more comprehensively in the present
handbook. It deals with "questions about the packaging technology"
and will give - according to the preface - "useful action instructions
to the practical man". Therefore, the subtitle of the handbook "Means
and Methods for the Solutions of the Packaging Task" is completed by 7
catchwords. These are strategies, development, systems, packaging materials,
machines, test and costs. The contributions of the work came into being in the
years 1996 to 2004 and extend from packaging material to the history and for
the economical importance of the packaging.
New name for the EuroHandelsinstitut (EHI)
The EuroHandelsinstitut (EHI) active in Cologne will use in the future the
English firm name of Retail Institute. The new institute name will take into
account the increasing internationalization of commerce and of global alignment
of the institute work. The research of the Institute will remain oriented to
the Germanspeaking area also in the future. The international network of the
Institute has, however, to be enlarged step by step.
